New CDROM drive won't boot

Just got my new setup, including this CD ROM

My XP disk wouldn't boot from it. Threw in my old Win98 boot floppy and it didn't even recognize the CD then.

So I grabbed my LiteOn from this computer I am on now and the XP disk booted right up and installed.

Once XP is loaded, I am going to add the suspicious drive in and see if it even works.

Any thoughts? Could it be bad? The bios recognizes the drive. BTW, this is a DS3 Rev 2 mobo.
 
Do you have a hard drive on the same IDE channel as the optical drive? What are the jumpers set to (master / slave / CS)?

It's on the only IDE hookup I got. Hard Drive is on SATA.

I tried it with Master and CS.
 
Well the saga continues. I put the cd on after installing XP Pro and it recognizes it in the bios and is drive F in MY COMPUTER. But it will not read anything.
