New card isn't changing frequency

I have fairly decent eyes, I can tell when my monitor's frequency isn't high enough. I just installed a Visiontek Xtasy 9500 Pro and depite changing my monitor's frequncy in it's settings, there is no visual change.

Any ideas? And yes, I have the latest monitor drivers installed.
