New CA car window tint law?

My friends are telling me that there is a new law that makes illegal car window tint to be a moving violation in California. They say it now gives you a point against your record and a $400 fine. Is this true? Or are they mistaken. I always thought it was a just fix-it ticket... Anyone know?

you can always say that you bought the car like that and you didn't know

but yeah i would believe it's just a basic ticket..anything more seems a bit excessive. don't take my word on it though.

does anyone know what percent of a tint constitutes as an illegal tint though?
