New C2D System won't post

I installed all of my parts. Turn on the power and power supply, video card and case fan all start. CPU fan will not start. The system then shuts down and tries again. I let it try three times before I flipped the switch on the power supply.

When I flip the switch on the power supply to off, the cpu fan will spin for a second. So I know that it is hooked up to the MB correctly and there is nothing wrong with the fan (wires in the way, bad bearings, etc).

To make sure it wasn't bad memory, I removed everything except the CPU/HSF, and am still getting the same problem.


Any ideas what the problem could be?

System:

MSI RX1900XT Video Card
Core 2 Duo E6300
Gigabyte GA-965P
OCZ Gold Series 2GB DDR2 667
Sony 16x DVD Burner
Fortron 450W PS
Seagate Barracuda 7200.10 SATA

All 965 chipset boards support conroe right out of the box. The gigabyte board is supposed to be really picky about memory however..especialy OCZ..
 
I also found on a forum at xtremesystems, that the fortron power supplies don't work with the Gigabyte DS3. I just ordered a new power supply to give it a shot.
 
I had a different power supply (Antec SmartPower 450W).

I am still having the same problem. The system will continually reboot. Although now the CPU fan does spin on and off...but it won't post.

Any more ideas?
