New Built Not Turning On...HELP !

I purchased this barebone from TigerDirect:

Intel Core i3-4150 3.5GHz Dual-Core CPU/
Gigabyte B85M-HD3 mATX MB/
4GB DDR3 1866 Kingston HyperX Fury Red Memory/
1TB WD Blue 7200rpm SATA HDD/
Ultra X-Blaster V2 Case w/450W PSU Barebones


installed everything and turn on switch..NOTHING.
Pressing the case's Power button cause the CPU fan to 'flinch' and nothing else.

I already swapped the MB and UPS.
I used the stand off to mount the MB.
Check all power connections (24 & 8 pins secured)

Any suggestions would be tremendously appreciated.
 
I would make sure the power Supply is set to the correct input voltage (115 or 230). I would disconnect everything but the 24 pin & 8 pin (no drives or extra cards attached), and no monitor attached, just to see if the board will stay powered up. If not and it won't post, I'd return it.
 
That PSU I'd swap it out if you can just to see, I wouldn't use an Ultra. Had a brand new one before, soon as I got another one my system worked fine.
 
You need to do a minimal install. One stick of ram, integrated graphics and, no HDD. Triple check case connectors and pay attention to pin one as indicated by the embossed triangle on each plug. Don not rely on the cable labels as they occasionally get put on backwards. Make sure the cpu fan plug is plugged in. Make sure the one stick of ram is in the correct slot for that configuration. Ideally, you should take the MB out of the case to eliminate any problem with case standoffs.

This. And a couple extra things:
-Make sure the cpu fan is plugged into the CPU FAN header.
-If everything looks right try a CMOS reset.
-Make sure you are getting a good click when you hit the power button.
-When you say swapped the UPS, are referring to the power supply? And if so, did you swap it with the same model?

It's the same power supply. Bought the system from Tiger Direct so it was a return and replace. There is a note in the MB manual that said "To meet expansion requirements, it is recommended that a power supply that can withstand high power consumption be used (500w or greater)...." The current power supply is 450w. I don't have any expansions. Could this be an issue ?
 
On a good band unit, I would say ok since you are running video off the CPU. But these no-name units give me pause. I also found it interesting how many revisions there are of that motherboard. Not necessarily a bad thing, just odd.

I like the idea of taking the board out of the case. This is to rule out a short somewhere. If you are really getting frustrated with the thing, you might want to see about returning it all and getting something with a better quality case and power supply.

I stripped it down as suggested and found the problem.
Everything works fine as long as the System Fan is NOT plug in ! These plugs suppose to be foolproof but this one looks odd when pair up with the MD pins.

Are you talking about a case fan and, does MD = MB? Help! 😀

Good job! These are 4-pin headers, but they are made to hold 3 pin fans as well. Since this is your second board, it may be the fan. Since you have it all together, you might just want to buy a fan and swap them.
 
Got a:

5820k cpu
Gigabyte ud3 x99 mobo
16gb crucial ddr4 2400 ram
Gtx Titan x gpu
EVGA p2 1000 psu
Samsung Evo 1tb ssd

As soon as I turn on the pc the fans rev up and then turn off after 10 seconds. Now I did read in newegg reviews that gigabyte x99 mobos are notorious for being DOA and exhibiting no post behavior. So I remove the video card, HDD, and all but 1 ram stick but it does the same thing. Then after about the 10th restart the PSU starts whining really loud, so I disconnect everything. The psu continued to whine like a low battery smoke detector for the next 90 minutes despite being unplugged.

I plug a known good psu and now the computer won't turn on at all from the power switch or from shorting the power sw switch.

So the question is, did a bad PSU kill my mobo? Or did a bad mobo kill the PSU? Or were they probably both DOA?
