New builder, please help

I am trying to build a new computer for my son with the following components:

MB: Biostart 6100-m9
CPU: AMD Sempron 3000+
Power: Ultra V-Series 500W
Case: Ultra Wizard Black
Memory: Ultra DDR PC3200 512Meg
Harddrive: Seagate 160Gig SATA II
CPU Fan: Arctic Alpine 64

After assembly, I tried to power up the system. It would turn on for about 3-4 second and the power will be cut-off. Base on the search on google, it seems to point to the CPU heating up. I plan to re-apply the thermal paste with Artic sliver 5.

Is there other possible cause for the issue besides the CPU and heatsink ?
