Motherboard: ASRock 939Dual-SATA2 Socket 939 ULi M1695 (So I can run my AGP 6800GT and upgrade in the future) - $70
Processor: AMD Athlon 64 3700+ $240
Ram: GeIL Value 1GB (2 x 512MB) 184-Pin DDR SDRAM DDR 400 (PC 3200) $80
VideoCard: XFX 6800GT AGP $0 (Allready own)
HardDrive: HITACHI Deskstar T7K250 0A31636 250GB 7200 RPM SATA 3.0Gb/s $100
DVD: NEC Black IDE DVD Burner Model ND-3540A $40
Case: COOLER MASTER Centurion 5 $50
PowerSupply: XCLIO XClio 450BL ATX 450W $50

Total is near $650

My budget is $650

Any suggestions would be greatly appreciated.

Edit: Forgot to mention that my goal is to have a fast/quiet PC

Grab a single GB dimm of RAM so you can add another GB later.

4x512 MB in A64s isn't as optimal as 2x1024 MB.

Also, if you are willing to OC, i'd recommend the s939 Opteron 146, since it's got a 1024 KB L2 cache like the 3700+, & will likely OC higher too.

awesome choice on the cpu, mobo looks good, the ram could be a 1gb stick but it's alright as it is, nice hd, nice dvd burner.

is XCLIO a good psu maker?

the hard drive could be something else depending on what you'll be using this for...check out anandtech.com's hard drive reviews
