New build won't power on at all

So I just finished putting together a new system. It has an Ultra Wizard Mid Tower case, a biostar Nvidia nForce 250, Socket 754 motherboard, Sempron 3000+CPU(amd) DDR 1gb of Ram.

I put everything together, turn it on, and it would not power on. I removed everything except the CPU. Then connected everything back again but had the same results. I even tried using the new psu on my older computer and it worked. So I know is not the Psu. Could I have a defective MB? Or am i doing something wrong? Someone please give me some advise or suggestions.

That must be frustrating not being able to enjoy your new rig! Patience, you'll get it fixed.

a) If you plug a desk lamp into the electrical socket where you plug in your computer, will it light?

b) double check that the power switch by the psu behind the case is turned on, and that the switch on the power strip you plug your computer into is also on.

c) do any fans spin up at all?

d) do any indicator lights on your motherboard come on at all? If so, look in your mobo manual for the meaning of whatever lights you may see.

e) when you turn it on do you hear any beep codes? If you do, look in the manual for your motherboard and see if you can figure out what the beep code you're hearing means.

f) while making sure that you are continuously well grounded, slowly & carefully go through all your wiring connections, making sure they exactly follow the hookup instructions in your mobo manual. Some motherboards need to have power supply connections hooked up in several locations, so make sure yours are all connected.
