New build won't post

Just built an i3 with gbyte H55 rig but i'm getting post issues. I've removed everything but the CPU and hsf and it still won't post. I've even tried a different psu. I get a bunch of short beeps

I have the 12v and atx power cables plugged in, and i've tried using multiple psus, but still nothing.

When system powers on, case fans spin continuously, but CPU fan spins for a second and stops. The system then beeps continuously (short beeps) and then shuts off. Nothing happens for about 5-10 seconds, then it starts the process over.

Check for a possible grounded board, make sure all screw points are on standoff properly or mounted securely without touching the case. If all appears correctly, pull the board out of the case and power it up on an anti static mat (if no mat is available, laying the bag it came in out flat on a table will work fine) to see if it will fire and rule out the case completely. Try both of your PSUs if the first doesnt fire. Are both PSUs KNOWN good, ie have seen them power on successfully in another system?

All else fails, there must be an issue with the board or it's hooked up improperly (not likely but possible).

Ok I think it's a bad ram slot even though the beeps aren't correct. There are 2 slots on the board. I've tried every combination and it seems that everytime I fill the slot closest to the CPU, it wouldn't post. I've tried using just one stick and loaded up both optimzed and fail safe defults, clear CMOS, and took out the battery to no avail. This is gonna be a pain since I bought it at frys and have already cut up the box for a mail in rebate.
