new build wont POST

First build and can't get a post. Aspire X-Dreamer II box with the supplied Turbolink P4 PS, Intel D865 PERL MB. The only sign of life is the standby LED on the MB which lights when the PS is switched on. Assuming the problem is not from the front panel wiring (not sure) then I suspect the MB or PS. Would like to know if there is a way to determine if the PS is bad without switching in a different one (which I don't have)?

What you need to do is to remove the motherboard and components and attemp to boot outside of the case. Hook up the power supply, memory, video card, etc (only the necessary items) and then using a flat screwdriver short the two pins that are for the power on switch and it should start up. Reseat your memory too.
