New build won't boot

I just upgraded my build today, which was working fine, from an x5650 to a 6700k. But when I boot my PC, everything turns on, and then it reboots before POST. There are no mobo beeps. I suspect it may be a cooling issue because, in my old system, my heat sinks fans will run at full speed right from boot. But now, my fans are only spinning at maybe 100 RPMs? My heat sink is a nepton 280L and the mobo is a gigabyte Z170MX, which has a CPU OPT header, which I have the reservoir plugged into. And pump is plugged into the CPU fan header.

The X5650 is a Westmere chip designed for LGA 1366. Skylake is not going to work with that pin arrangement. Skylake will only work with boards that have 1151 pins.

Whoops.

First, try to just run the system with no drives or anything attached. Just CPU, RAM, and power. If that doesn't work, then try a single stick of RAM in each slot until something works. Failing that, check for any bent pins. If the pins are fine, it's a matter of figuring out of it is the PSU or Mobo that is defective.

Took the video card out but still no boot. I mentioned the beeps in the OP.

Looks like it was the RAM. I had to reseat it since it wasn't all the way in.
