New Build Won't Boot Windows 7 (XP works fine).

This is kind of long but I have tried almost everything I can think of and really need some help...

I just built my new rig and tried to load Windows 7. Everything loads fine until it gets to the last "set up screen" where I actually type in my information and create an account, the screen blacks out then the computer restarts itself back into the "Starting Windows" with the logo lighting up and then another black screen. I looked online to see if there were similar problems and they all said to hit "F8" to go into safe mode and set up the video driver but when I go into safe mode , "Set up cannot be completed in safe mode please restart". When I try to install the driver before installing Windows 7, the ATI exe is not recognized as a driver (I'm going to try setting it up on a USB and getting the driver from there later).

Windows XP 32-bit loads fine and gets the entire system moving so it's not faulty parts...

System:
EVGA P55 FTW
i7 860
G.Skill Ripjaws (Passed Memtest in XP)
120GB Maxtor 2.5" drive and 500gb 3.5" drive (both used as externals and load XP fine)
ATI 4870 512MB (not sure how to test this but in XP it works fine. I am temporarily using it with S-Video out)
 
Bad Win7 media maybe?

Are you using only the S-Video output on the vid card? Try VGA or DVI while doing the setup...
