New build will not power off

This is new build. Old MOBO died. New parts Antec E85 500wat PSU , ASRock 4Core Dual SATA2 MOBO, Intel Core 2 E8500 Processor, Corsair DDR2 2GB, WD 500GB sata HDD --Used parts spare ATI Radeon X1600 PRO 512 MB AGP Video card, 2ea DVD R/W drives and 3.5 Floppy.
Set bios for non raid . Loaded Win XP SP2C and all boots up and works fine. It just will not shut down when selecting start, Shut down computer, Shut down . It says saving your settings I hear shutdown sounds then says windows is shutting down and hangs up. Only way to shut down then is to interrupt power. Hitting reset buttons shuts it off instantly. Holding power switch for few seconds will shut it off also. I have removed all drives except the HDD and still same thing. Reformatted HDD loaded Win XP again no joy. Tried known good power supply from my office computer no help . Removed HDD and installed it in spare computer it boots and shuts down fine in older Gigabyte system. I have downloaded all updates SP3 for windows OS no help tried winsock fix no help. Tried different power settings in control panel no help. Reloaded default settings in BIOS no Help. The OS and all programs loaded so far work it just will not power off. What am I Missing? I am not a Tech so I have probably missed something. Over a dozen builds and this is the first time for this. Any help is appreciated
 
May be a minor issue with the motherboard. Does it happen all the time? My old S939 DFI board with an Nforce 4 chipset has problmes like that some times. Its been running for 3 years now with no real issues. I keep the system running 24/7 anyway. I just wish i could get it to fuction better with USB devices plugged in. If i have a USB device plugged in the motehrboard will lock up. It happens at random times too.
 
Mobo chipset drivers are what came with the C/D supplied with the MOBO. Got the board about 10 days ago driver disk came with it. . And yes it hangs every time I try to shut it down
 
Starting in Safe mode same result on shut down, hangs at computer is shutting down . Mozirry--Rechecked System Panel header connections. all white wires are on negative- pins and all colored wires are on positive+ pins.with the dummy pin left unused. Is this what you mean by properly aligned?
 
One of the things Windows does when you shutdown is to flush the data from your ram. Since you are hanging up there, AND you'd tried the HD in another computer, it's possible that you've got faulty ram. Do you have known good sticks of ram to test with or are you able to test your ram in a working system?

Well, Mainly just make sure that
PWR Reset is in the PWR Reset pins
PWR is in the PWR pins
etc.

Sometimes simple things like that can be overlooked, check your MOBO manual to make sure they are properly placed
 
Solution to problem: Flashed BIOS to latest version and it works as it should .. MY mistake.. ASRock says this MOBO supports this processor but I find out later only with latest BIOS 2.1 as I bought this board from THE EGG less than 3 weeks ago,So I assumed it had the latest bios. Lesson Learned Thanks for the help *
