New build successful

Hello and thanks to everyone who helped me build my first computer. I have a couple questions now that its all set up.
Whenever I scroll through a webpage it loads in segments instead of just scrolling smoothly down the page. Is there a way to change this setting?
Secondly - Certain parts of my moniter are a bit blurry where as others are noticibly claer (the blur tends to fall in vertical lines) - is there a problem with the settings or the moniter?

running xp home on x2 3800, 2gb of patriot, biostar 6100, fortron 450w
My moniter is a Gateway FPD1760 TFT LCD 17" and im using the suggested 1280x1024 res.
 
1)I think tweak UI can help w/ that problem
2)Does the moniter have the same problems w/ other machines?
3)Are your power settings on in your bios?

check your mouse settings for the scroll down stuff (3 lines, etc) and check your power setting in Windows Display/Screensaver/Power tab.
 
Check you've got th latest drivers for the graphics card installed, my computer always looks terrible untill i've installed the drivers.

Standby can be controlled in the control pannel, go to power modes and enable it there.

You might have Cool-n-quiet as well? If so you do have to enable it in the BIOS.
