New build, problem with CPU fan.

I just built a new PC and I'm having a small problem with my CPU fan. It won't spin at startup, in order for it to spin I have to blow some compressed air on it to get it going, but once it has momentum then it stays on.

Is this a problem with the motherboard not supplying enough voltage to the fan, or just a crappy fan? It's the default fan for the $10 Spire heatsink (don't know the exact model ATM).

It could be either, but I'm going to guess that if you spent $10 on the fan and heatsink together, it's probably a crappy fan.

When the fan does not spin, does the computer boot up?

I am wondering if the fan is not giving the proper RPM signal to the mobo.

Most mobos will shut down if the CPU fan does not spin up right away.

Is the fan plugged into the correct CPU FAN header?

When it doesn't spin, it boots and the BIOS says it's spinning at 0 RPM. It's plugged into the only 3-pin fan connector on the mobo.

Well, I'll go with "crappy fan" then too, since it's a cheap attempted fix.
