New build or Dell outlet

I need to rebuild a new PC for my daughters old P4 prescott. I am thinking of going E8400 and Asus P5QE, but by the time I add in PS, memory and video card I am close to the cost of getting a decent dell from the outlet store. This is for my daughter for mostly school stuff and some games.
 
What kind of games? What kind of school stuff? My guess is that:

A) She won't even come close to taxing an E8400. (However, I'm going on the stereotype that your daughter is playing lightweight 2D games and not Crysis.)

B) For what your daughter is doing, it will be hard to beat the value of a cheap Dell.

Also, how old is your daughter? If she's about to leave for college, the question of who will work out any bugs is an important one if you build it yourself.
