New Build - Not Booting

I just built a new PC, intel e6850, ocz ddr2 800, abit ip35e, samsung spinpoint 500gb, evga 8800 GTS 320mb... and the damn thing won't even let me get to CMOS. that is, I got to it the first time it powered up, made some basic changes (boot priority set to CDROM first so i could install windows) and then exited.... comp restarted to a blank screen, the monitor wasnt even out of power save mode. tried powering down and back up a couple times with no change, so i popped out the cmos battery to reset everything to defaults, and now when i power back up it gets to the screen with the abit logo that says "press tab for POST screen or del for setup" but i can't get it to go past that screen. keyboard input doesnt do anything, and hard resets just send me back to the same screen.

an issue that may or may not be connected... when i power it up, it will run for maybe 15 seconds, just long enough for all the fans to start kicking in, then it will shut itself off, and after a few seconds, start itself up again, and proceed all the way to the point described above. this happens on every boot attempt.

any input would be appreciated, i'm sure i've overlooked something but ive done everything i can think of. thanks.

When I overclock past what my PC will run it, it will also show me the motherboard screen, where I would usually hit del to enter the bios. But if I wait to long, the system will hang right there, and I can't acces the bios anymore either. In other words, right then, it gives me about 5 seconds to press del to get into the bios, or it will hang. So maybe press del right when you see the screen and see if you can get into the bios.

And you are sure everything is connected correctly? Does it beep btw? Do you have the small speaker hooked up to the mobo?
