New build / no display

I am having a problem with a new build that seems to be powering up but I am getting no display, here are the setups I've tried. I'm testing the following out of box. I am sure now that it's not the motherboard as I've had the same result on both the abit and the gigabyte. I'm also sure now that it's not the ram as I've tried the adata and the gskill on the gigabyte board.

I'm down to the graphics card, the cpu, or the psu. However, after turning on the computer without the heat sink attached to the cpu, I felt no warmth coming from the cpu after a few minutes, so I'm leaning towards that. If the HSF is attached, the fans do come on as well as the fans on the videocard. I was careful to install the cpu correctly, and I have built one c2duo system before, but that's basically what I'm left with.

Any suggestions? (I have tried clearing cmos, I don't have any other systems to swap components, I'm only doing out of box builds at this point, I've tried switching ram positions.) Also, I get no post beeps when I have my headphones connected to the mobo. I've tried starting it without any ram in it just to see if I'd get any error messages, but I did not get anything from either mobo.

well, does the mobo have aonbaord spaker or do you have one connected to it? I'd try pulling the cpu and booting and it should throw a fit, if not, probably a dead board.

also, you are making sure all of the motherboard power connectors are plugged in?

I don't believe either motherboard I've tried has had an onboard speaker. I've been plugging in headphones to the audio on both the abit and the gigabyte and I haven't heard any beeps, but I've only tried booting it with the cpu in. I have tried booting without ram and nothing happens (no discernible difference, cpu fan still comes on and gpu fan comes on, no beeps, no display)

I have the 24 pins connected to the motherboard. I don't believe this is a dead board issue as this has happened on both the abit and the gigabyte. What do you make of the cpu not getting warm if I start it without the HSF on top? I've started it with the hsf off to the side, but still plugged in. At best the cpu might get a little warm, but it's hard to tell if it really is getting warm or if it's my imagination, however, I thought they were supposed to get hot, not imperceptibly warm.
