New Build: no display or bleep codes on boot

Hello,

Can you help me, I am out of good ideas to try and fix this problem it seems

I have recently put together a small Mini-ITX build using some new and old parts, this is using a new Passive N3150 Motherboard with integrated CPU, corsair 500w psu, and 1 memory DDR3 1600 stick (2gb)

The board seems to boot okay using the power button (the fans spin up and HDD spins) and no bleeps are given, however I cannot get any display from either the VGA or HDMI ports to my monitor.

Things I have tried:

swapping the memory stick for a known good stick
swapping the memory to slot #2
checking all power cables are secure
reseating the fan connectors and jumpers
Removed the memory completely to check motherboard speaker is working (i get 3 bleeps if i remove memory)

The CPU is passive, but one thing I have noticed is the board will shutdown after 5 seconds if nothing is plugged into the CPU fan connector on the Motherboard. Currently i have a 3 pin case fan plugged into that and I don't have any 4 pin fans or CPU heatsinks/fan combos spare to test if that's the issue, could that be the problem?

Any ideas or suggestions welcome

Thanks

I would wonder about the ram and the ddr3L spec?

I think if you could get into the BIOS, you could set it to ignore the lack of a CPU fan signal?
