New Build Laggy, q9650, 3 monitors

Looking for some help and would be grateful if anyone could offer some solutions.

New build seems laggy, and have no idea what it could be. Started off the computer with an e5200 2.5ghz dual core. Use it primarily for multitabling poker, which does not use alot of resources and it lagged horribly. So upgraded to quad core q9650 @ 3.0ghz. Problem is better but still not great. And worse than the opteron 185 I upgraded from.

Know laggy is subjective, but mouse hangs every once and awhile, skype seems to use up a ton of resources, pandora streaming stutters ocassionally etc..
Strange things
1. when skype is running with video(with just a few chrome windows) cpu load is 20-40% on all 4 cores, which seems very high.
2. Upon startup the network connect icon has a red dash through it, I cannot acess webpages and cpuid and cpuz do not start. After about 2mins give or take shows network connected, and everything works normally. THis only started after I overclocked the e5200. Reset to defaults and still a problem, then upgraded cpu.
3. Sometimes computer seems to work fine, can playback bluray on one monitor while having 20-30 windows open on others without stutter or anything. Other times much worse.

Build is
Vista Ultimate 64 bit. (Fresh Install)
q9650 3.0ghz
8gb(4 x 2gb 1066 DDR2 G Skill) (Does not boot at 1066 with 8gb, had at 800 and now underclocked to 667 so it is 1:1)
3 Monitors
MSI 9500gt (2560x1600 and 1920x1080) (Latest nvidia drivers 181.22)
MSI8600gt (1600x1200)
Gigabyte EP45-UD3P (f7 bios)
Velociraptor 300gb boot drive.
430w power supply

Troubleshooting:
-Have memtested all sticks of memory and they check out.
- Computer is prime stable overnight.
- Contacted G.Skill about the memory not booting up at 1066 and they said they would get back to me after testing compatibility.
-Contacted Gigabyte about the network icon display and they said to check for overheating issues. But temps seem fine.
-Cpu is 40-44 idle on all 4 cores. 2 video cards are 50-55 (both passively cooled). Mobo is 42 while in windows.
-610w psu is on the way just rule out power supply.

I'm thinking it may be videocards. Like nvidia's multimonitor software and have had trouble with ATI cards in the past so hesitant to switch or to change something that is not the issue.

Any ideas or suggestion would be much appreciated cause this is driving me crazy!

Sounds like a DPC latency issue...

Have you tried with just one card?

I have never heard of DPC and am now almost 100% certain it is the issue. Anandtech Review of UD3P and DPC Latency

The Anandtech review of the UD3P says that [dpc] "is a thing of the past." The screenshot shows Current Latency of 24 with a maxium of 198.

My system is averaging 90-120 and I have repeated spikes above a 1000 and an Absolute Maximum of 5074. And this is with what I would consider 'light multitasking.'


Now will start to troubleshoot and figure out a fix. Find it kind of funny because if this is really the issue i'm sure the e5200 would have been sufficient for my needs.
