New build installation order

Good morning everyone. Haven't built a rig in awhile and I just wanted to get all my ducks in a row.

CPU: AMD Phenom II X4 965 BE (Haven't had an unlocked CPU since 2005)
HSF: Cooler Master Hyper 212 Plus (Never used an aftermarket HSF)
Mobo: Asrock 970 Extreme3 ATX
GPU: MSI GTX 650 Ti PE/OC
RAM: G.Skill 2x2gb 1333 CAS9
HDD Seagate Barracuda 500gb 16mb SATA 6/gbs
Optical: LG DVD/CD RW
PSU: Corsair CX600 V2.3 80 Plus Bronze

Everything has already been ordered and will be here on Monday or Tuesday. What are the correct steps to take?

Motherboard first with CPU? Then the 212 or install the 212 outside of the case? Also, it's motherboard BIOS, OS, Motherboard Drivers, video card drivers and then everything else right? Do you OC (CPU) once all programs and drivers are installed or right from the beginning?

Newegg has a pretty good video on YouTube about how to build a computer.

I just finished watching Neweggs 3 part video series on building a rig. It was a very good refresher. They used a Hyper 212 Plus which is what I was most concerned about, I didn't realize it was THAT tall.

Now I just hope my case is big enough to accommodate it.

Edit: I still have an old anti static wrist strap that I will definitely will be using.
