what i want:
19"lcd
pci-e
WILL BE O/Cing
if possible arctic cooler or zalman on the vid card for o/cing...
i want it as silent as possible...

help me find a rig that fits my budget w/ what i already have
 
yeah, get a card from nvidia's 6 series...shader model 3.0 support 🙂

so yeah, get anything between a 6600gt-6800gt (ultra isn't worth it, just OC it) and you'll be happy.

so take your pick. other then that, you look good to go...how much ram do you have?
 
hes got 1.5k to blow and a lot of components are speced out. spend some extra money on the video card if you can.
 
mwmorph already stated exactly what you need.
To make it quiet, get an NV silencer for your VC, and a fan controller to slow the speeds. That's about all you can do since you already have a case, CPU HSF, and PSU.
Sorry don't know enough to recommend a LCD monitor.
