new build graphics issue/game lagging

hi, i have just built my son a pc for xmas prezzie but im having some graphics issues. the system ive built is:-

case - AVP Wolverine Blue LED

Motherboard - Gigabyte GA-970A-DS3P AMD 970 DDR3 ATX USB3.0 Socket AM3+

Processor - AMD Bulldozer FX-6300 6 Core 3.5GHz Processor FD6300WMGUSBX Socket AM3+

PSU - Corsair 500w Builder Series CX80+ Bronze

Graphics Card - Sapphire Technology AMD Radeon 7770 HD

Harddrive - Seagate 1tb Barracuda Sata 6gb/s 64mb7200rpm

DVD Rom - Liteon IHAS124 dvdrw

Ram - 8GB corsair DDR3 1333Mhz RAM

windows 7 ultimate x86

most games run perfectly but Rome Total War 2 is really laggy and stutters when on the menu screen.
is this something to do with the graphics card settings?
total war sets its self up on max settings but even if i manually turn these down to low it still has the same issue. also there are no high quality graphics to render on the start screen so im confused why its laggy there.

please help as my son desperately wants this game to run smooth:(

Well, for 1 thing that game is buggy ass hell like Battlefield 4. It needs patches and NOW! Also, your GPU isn't exactly the fastest one around. Why not grab a 2GB 7870? They can be had for under $200. You'll be blown away by the difference. Hell, grab 2!

7870 man here, the difference is pretty massive. I'd play around with the games graphics settings before you go buying a new card though.

cheers for the input.
i bought the 7770 as i was working to a budget and my son insisted on a amd 6 core processor so could not afford £100+ for a graphics card.
the 7770 was recomended as a good budget card that would run most games.
im assuming the game patches should do the trick as the pc can run games like sleeping dogs and assassins creed black flag flawlessly on high settings
