New build: BIOS does not recognize IDE optical drive

Hi everyone I'm new I just put together my first build. The PC powers up just fine except I cannot get the BIOS to recognize the NEC ND-3500A IDE DVD burner. The jumper is set for master and it is the only thing on the IDE channel (my HDD is SATA). I went into the BIOS made sure the IDE controller is enabled and I've disabled the AHCI mode and nothing seems to work. I've used different IDE cables and I've made sure everything is connected properly. I know the burner works because it worked a few hours before when i took it out of my old PC. Any help would be greatly appreciated!
 
You can try two things:

Another IDE cable .. I have seen the ribbon cables go bad
Also try putting the DVD burner on Cable Select
And be sure the cable is fully seated at mobo controller and the power connector is properly attached
