1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
- General web/email/pRon and gaming (brother in law wants to play SW:TOR)

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread
- $400 to $500

3. What country YOU will be buying YOUR parts from.
- USA (which really means everywhere but...lol) ok seriously, Mircocenter or online

4. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.
- No preference, price vs performance

5. If YOU intend on using any of YOUR current parts, and if so, what those parts are.

I can get cheap ram, case, and DVDRW from Microcenter but performance parts always ++

Well given your budget and the listed tasks you'll be performing, an Intel Penitium based build should be potent enough

Thats the best I could get for a quality build. You can go cheaper on the vid card if gaming isnt really a priority, but a 6770 would definitely be nice to have. HD prices are outrageous.
