New build - 1 good beep but no video

Hi,
I have a variety of parts but I attempted to get this to POST:

E2180
GIGABYTE GA-P35-DS3L LGA 775 Intel P35
EVGA 9600GT
1x GSKILL 1GB (have 4GB total but just trying 1 for now)
ANTEC 430w Earthwatts

I press power, case fans instantly turn on, CPU heatsink moves for a split second, and about 2 seconds after I have pressed power, it turns on. Video card fan is blowing. I get 1 short beep which indicates a "successful startup" as per my mobo's manual. The monitor that I have connected to the 9600GT just flashes as it looks for a signal. Since nothing happens no matter how long I wait, I press the power button to power down -- ***The instant I press the power button the machine turns off (I don't think this is normal?)***

What I have done:
1. Reseated/Reattached both CPU and heatsink. One thing I noticed is that the CPU and heatsink now have a grey pastey material on them that was not present before I attempted to start the machine. Is this normal? Either way same result.

2. Swapped out 9600GT with ATI x800XL that I was using earlier today in my old machine. Same exact result.

3. Made sure all connectors are snug.

It SEEMS like a mobo problem to me, or at the very least like my PCI-e slot is dead but I am getting a successful beep so it's sort of confusing.

Any ideas or suggestions? Thanks.

Had the same thing happen to me before.
Just had to flash the bios (needed support for g3 stepping or something).
While none of this applies to you,
1...i concur that it is probably the motherboard
2...before you trash the mobo, try flashing the bios.
