new board ,no power

hi i just bought a m7mke board i connected every thing to the board ,sparkle 300 watt 2.03 antlon 950 slot a pc 100 160 megs of ram 30 gig hd 3dfx voodoo 3 and well i hit the power button and no power ?? whats wrong, this is the boards manufacturer,www.biostar-usa.com
 
Check the cables, outlet to case, ps to m/b.
Check the cpu was sitting right, and memory too.
After all these still no power, well the board should be doa.
