New Asus strix 980ti constant 100% fan speed

Hi, I just built a new system with an Asus Strix 980ti gpu. All components are new except existing hard drives with Windows 7. So the gpu fans sound like a jet engine and never slow down. It came with the gputweak utility which shows 29 degrees and around 3700rpm fan speed. Tried changing to silent mode, 0db setting, etc. Nothing changes the fan speed.

I have an rma set up with newegg to send it back which I'll do next week when the new unit arrives, and I'm hoping this is just a defective unit, but I'm concerned the problem may lie elsewhere (psu or mb). Not a ton of information about this problem out there. Does anyone have any advice on what I can try? I'll list out all the specific components when I get back to the computer tomorrow.

Doesn't sound like a PSU or MB issue at this point.
If the fan is at 100%, then either the temps are very high, or a bad temp sensor, or, the fan settings are corrupted if you are using a utility.
 
This actually started the moment the computer was first turned on before drivers were installed. New nvidia drivers didn't change anything.

If it's a faulty temperature sensor then it still needs to be rma'd, so that would be fine with me, but that seems so unlikely because nothing is under load. Fresh boot up, cpu also reads around 29c, so my hunch is that the gpu temp readout in gputweak is accurate.

So far all signs still point to a gpu hardware issue and I can expect the new card to be fine. Just trying to cover my bases and see if I'm missing something. I keep thinking there's a setting locked at 100% somewhere or a jumper I'm supposed to flip.
 
Full speed at boot up looks to be the norm these days but usually only lasts for 10-15 seconds or so....Think it's one of those blow the dust out things.

What happens if you boot off of windows install media?

How old is your rig? Maybe needs bios update?

I don't think I've read any high failure rates for the MB or PSU, so if there's nothing else for me to check out hopefully everything will work out when the new card arrives.
 
RMA the card. The wire is pinched or something. There's been a couple cases of this before. If you are intrepid, you might investigate the fan wires and plug yourself.
 
The three little cables apear fine from the outside. I'm actually tempted to go exploring deeper in the card, but don't want to do anything obvious and have them say I won't get the credit for the return. Better to just accept the new card and chalk this up to a mystery.

Newegg was pretty good about the swap, they let me place a new order and ate the 1 day shipping, sort of like cross shipping. But if Amazon wasn't out of stock for a week and I used them instead I'd have the replacement card today. Newegg was really helpful, but you get totally spoiled with Amazon service & shipping.
