New AOpen GF ti4200 128MB card doesn't overclock well

I wonder if I got a dud, or if this card isn't all it's cracked up to be. I tried to overclock the memory to 500 (which should be fine for 4ns memory) and got flashes and streaks in 3dm2k1. Wonder if I should return or exchange it. Any thoughts?
 
Noticed something else: when maximizing/minimizing windows, the screen "compresses", almost like there's a power surge or something. My GF3 ti200 doesn't do this. I have an ANTEC 304 300W power supply that's not officially approved for my CPU (Athlon 1800+). Could it be that the GF4 is using too much power for the Antec to handle? Would that limit my ability to overclock the memory?
