new AMD system startup help (please!!!)

hi all,

just got a kt400 platinum and an XP2100+, with 256mb of mushkin 2700 ddr.. i'm in the middle of installing everything into my case.. the cpu is installed, with the Tt volcano 7+; I connected the ps (350watt) to mainboard, plugged in video. Powered up and heard a long beep, and shutdown (after ~10 seconds).. any troubleshooting help would be really, really appreciated.. I tried clearing the cmos too, but didn't work.

Please help!!

here is a list of beep codes

Start with the basics and reseat your memory and video card(remove and reinstall them). Don't have any thing extra like hard drives, cdroms, floppy drive, network card, etc hooked up, it just complicates things.

so... reinstalled windows XP

system specs are
Athlon XP2100+
Soyo dragon platinum kt400
256 DDR 2700 (mushkin)
Maxtor 45 gig (7200RPM) on IDE 1
Maxtor 120 gig (7200RPM) on IDE 2
Radeon 8500 128mb
sound blaster Live! platinum (updated drivers)

...and yet, when I play movies (divx or avi) and mp3s, there will be occasional ...hiccups, where the image (if there is one) stops and the sound just goes "blrrrrrrr" as if it were repeating the last .1 seconds over.. this happens most frequently with movies.. any idea as to why this might be?

I know it's pretty vague, but.. I've looked elsewhere on the web and haven't been able to find any solution..
