It seems as though Cool n' Quiet is running, trying installing/running Prime95 and see what happens, it should jump back to 2GHZ

Cool N Quiet's probably on. It reduces the speed of the CPU by lowering the multiplier when the extra performance isn't needed, like when browsing the web.

Yep its Cool 'n Quiet working.

It should go back to 2.0GHz when doing anything that requires the full grunt of CPU power.

I have had a problem where mine sometimes doesn't. It was annoying me, so I disabled it in the BIOS, which took care of my problem until a night or two ago it was running at 800Mhz for some reason. It was irritating because I thought I got a virus or something since things were running slow.

I don't have CnQ enabled because I'm running a distributed computing client, so my CPU is at 100% all the time.

If I didn't run the client, I would have CnQ enabled, I don't see the harm.

I don't run CnQ either nor do I run a DC program or the like off my PC most of the day. To me tasks like opening programs or browsing feel more responsive with CnQ disabled.
