May be this can Help.

Link to: Measuring the "Speed" of Internet Connection.

Take into considerations that the DSL providers usually promise the?Speed? at the "Feed" (the DSLAM in the Telco. building). Depending on your distance from the ?Feed?, and the condition of the Copper Lines you usually see less than promised.

With TCP/IP overhead you should be getting about 150KB. Compression may get you back to around 180KB. Remember that DSL and cable are a best effort level of service. That means you are paying for a possibilty of 1.5Mb, not a guarantee.

Also take in to consideration, that not all DLs will run at the 187Kb/s you can do.
For example. My connection does 62Kb/s, but only does that speed on certain DL sites. Most transfer at <50Kb/s.
It depends on the server that you DLing from(its connections speeds), and how loaded it is.
