New 939 motherboard /CPU will not Boot

MACH SPEED 64 939 AGP Mobo with AMD Retail Atlon 64 3700 San Diego 1Ghz FSB-socket 939. Power supply, PS2 mouse, keyboard, ATA hard drive and speaker connected in test setup (on anti static work bench--no case). For the first time I find myself with no spare CPU or motherboard (939) and no boot! I swapped memory, power supply and video cards. After hitting start, the Cpu fan spins with no other action--no beeps, no hard drive spin up and nothing on monitor.

I tend to think it's the Mobo.

What are your thoughts?
 
If you have the little beeping speaker hooked up to the motherboard and nothing is happening, I'd say it's definately the motherboard.

Make sure the PSU can handle the load, that's all I can think of...

Use only one stick of memory, video, and cpu/heatsink for initial post. Disconnect everything else until you get the first post. Then go into the bios and adjust your settings, especially for memory. Hopefully, you'll get some error code beeps with the speaker hooked up. But some ecs boards have no beep codes written into the bios. I don't know much about your board. Sorry I can't be of more help.
 
Found the problem! I went over board again--very carefully to make sure all jumpers were set correctly. I then discovered an ATX 12V Power Connector (4 pin block).
I have been out o' the loop for some time, so maybe this is now common on AMD boards (I thought it was only for Intel CPUs). Just for the Hello of it I connected the power supply's 12 v plug and away we went to boot heaven.

Mach Speed is yet another "value" board company. Typically making motherboards and video cards. I think Tiger Direct is the only company that sells their products (like Ultra Products).
 
Got it from NewEgg. $95.99. The day I ordered I was surprised to see that Egg had one of their two day rebates. So I got $40 off and free shipping. The board has every thing I need including AGP. I'm no gamer and love my top dollar AGP Matrox (PhotoShop stuff). The board is exremely well built and comes with a liftime warranty. The questions I put to their tech support prior to my puchase were answered in detail and very quickly.
