New 860 and P55A-UD3 problem

I put together the above with 4 gigs of G.skill. After reloading XP I noticed that my old 6850 ran better than this one did. I checked CPUZ and the core speed is 1998 with a multiplier of 15. The CPU never steps up though. Even when running Prime 95 with 8 threads going it stays at the same speed. I updated to the newest Bios and am using the default settings but it didn't make any difference. Core voltage on CPUZ shows 0.976 volts.

I'm puzzled. Does anyone have an idea of what i could check?
 
Weird; twiddle around in the BIOS and see what Speedstep is set to, see if the motherboard has the multiplier for your chip set correctly, etc.
