New 6800 - graphical problems - power supply related?

Leadtek Geforce 6800, A64 CPU, 1gig 3200 ram, Asus mobo

Only a 250 watt powersupply

Would the crappy powersupply cause this? Or would the card just not work at all if it wasn't getting enough juice?

My older geforce4 Ti4400 works fine but that surely draws less power, right?

yeah its low, is it esp if its a no name brand psu. You might get away with such a low psu if it was some quality company like pc power and cooling, antec, ocz to name a few

I realize it is low, but would it cause problems or just cause a graphics card not to run at all?

Hrmm hard to say, sometimes you will have problems booting up bc there is a surge of all the components increasing. Most likely i would say its your psu since it ran fine with a slower video card before you install the 6800

The ti440 consumes alot less wattage, i think nvidia recommands a 350W to run their 6800 series cards.
