40 dB is loud as hell. You could try the Antec SmartCool, they can still push 60 CFM at 50+ °C, but they're thermal controlled, so they'll slow down when you're comp's idling, giving you less noise.
 
I just got the TrueControl II 550W PSU and the unit seems fine to me. My rails are rock solid, even under load, and the unit is very quiet. I wouldn't worry about changing the fan unless you have case with horrible airflow. I popped mine into the Antec P180 and it seems to be working like a charm!
 
i have a 80mm intake, and 2 120mm fans sucking air through a radiator and into the case, and a 120mm exhaust... based on reading that forum again it seems that having more intake is good for this powersupply... guess i wont change it!
