Never rely on anyone for anything.

I was relying on one of my professors to write a recommendation for me for graduate school. He said last October that we would be happy to write one for me. Over the past five months he kept telling me that he was going to do it, even at times saying that he was going to do it within 24 hours. Well, the deadline for applying is next week and he hasn't sent me anything. You need two recommendations and I only have one. I suck.

Try not to get down on yourself. Go for plan B. There must be another professor you can ask. Meantime, keep pressuring the other one. Good luck.

You've let him know you have a deadline next week for applying right?

This might be the best way to do it, if the professor is really pressed for time.
