Never received item from Ebay Seller

I purchased something from Ebay, however the seller says they shipped it on December 18th and I still haven't received it. He says that other people, including people in Europe, already received their items. FYI, this was shipped from CA to NY. How should I handle this? He says he's gonna check with the Post Office today and that he's going to scan his "receipt" and email it to me.
