networking, upgrades, and laptops

I'm a high school senior who's pretty much in charge of the network that our school paper/yearbook uses. Its an ALL MAC network and nothing is changing that; at least nothing in the near future...

We've gotten our first pc, which is also connected to the schoolwide LAN - connected to the internet via a nimble T1 connection. Anyway, there are two things I want to do, but I haven't found any documentation on them.
1) I want to have that PC be able to access the Mac network and vice versa. A second NIC won't be an issue if this is technically feasible. (20 port hub with an uplink to a G3 or G4 Server, I forget)
2) If the above can be done, I want to know if its possible to share an internet connection across the Mac network. (We can just drop the ethernet from the PC and get a second NIC for the server)

In preparation for college, I am most likely going to get a new PC and a laptop since my "power" machine is a paltry P2-400mhz/256mb with a grand total of 12GB storage space. Would it be best to outift myself with a new PC now or later? I want either an Intel Tualatin with 512K Cache or a lower clocked AMD XP. (Want to use the most quiet fans available) I'm worried that as CPU prices drop, RAM prices may increase again because I want 512MB-1GB of RAM =)

Laptops. Is there any new technology that will allow Dell or some other company to construct a 1" thick laptop with integrated 56K/LAN and an internal, non-removable, DVD or CDRW/DVD drive within the next 8 months? A display larger than 11.3" is also a definite plus. E.G.: I want the new Titanium Apple Powerbook with a "real" CPU. If there isn't some amazing new technology thats due in the next 8 months, I'm thinking of getting one now because I don't need an extremely powerful laptop. I figure 650MHZ+, 128MB to 256MB of RAM, and 20GB of HDD space is more than enough for me.

If you want the pc to get on the mac network you'll need to get some 3rd party software. I installed an app on a computer at work, but i forget what its called. Something like Maclan or pcmaclan or something. Otherwise you'll never be able to see whatever mac zone you have. Sorry I'm not much more help, but I don't know very much about Macs.
