Need some help setting up a backup plan:

Backup switch using a Catalyst 2948G-L3
Production switch Catalyst 6509

The production switch has 4 VLANS.
Is there a way to create the same for VLANS on the backup switch?
Anyone know the commands I can use to create the VLAN on the backup switch?
