Networking problems with windows vista...

I have been having a bunch of problems with networking in vista. First of all, browsing the internet feels considerably slower. I have been having trouble with bittorant. It seems to be having connection problems even though the ports are unblocked. I can't seem to get a speed faster than about 50kb/s.

Another problem I have been having is with file sharing. I have been trying to access my shared files over the network. I have 2 older computers, one with Win95 and the other with Win98SE and I can't access the shared files on the Vista PC with either of them.

I had to enable the guest account before I could even connect to my vista computer. It now connects but when I try to view the directory listings, windows explorer just hangs. If I wait a really long time it slowly starts listing each file in the directory, one by one, with considerable time inbetween each file. This can go on for several minutes. It takes a really long time to open even a text file. WTF is going on? I had no problems with XP.

I have also noticed that I cannot do a tracert on any domain name from my Vista computer. When I try I just get this:

What is the deal? I tried turning off windows firewall and it hasn't made a difference with any of my problems. This is the final release of Vista, not a beta copy! :|
 
Something else I've noticed: When trying to browse my Vista computer from one of the older Win9x computers the CPU usage reaches 100%.
