Networking/Communications Problems in Win98

Man, this thing is starting to annoy me. I have a laptop that Im using as a client in an Internet connection sharing setup. While the network was easy to setup, the laptop cannot receive any Internet content. In IE, the laptop will request a page. It says it has contacted the DNS and everything, but it will not download any of the content. This laptop has done this even before ICS. It always looks like it will connect to the Internet, but never actually downloads anything. Note that this isn't a problem with dialing up perse, as it always connects fine. Just with actually accessing the Internet.

My guess is that it has something to do with the TCP/IP stack, but I must defer to someone smarter than me. Help!!

Laptop is a Canon Innova 490CDS with a pentium 133 and 16m of ram, 1g hd.
