Networking and the Internet; simple question

My new machine, we'll call computer A with winXP installed(seimens net card) and computer B is a compaq 5151 with a linksys(lte100tx) net card. Computer A & B are on, connected to the net, log off the net, turn computer B off( or standby) and computer A will keep trying to dial to the internet every minute or so. Phone line connected to computer A. Computer A is configured to never dial a connection(IE properties) and computer B is configured to use the LAN. I hope I gave enough info. Not a major problem, just an annoying one.
 
Dial Up is not part of I.E. The browser is just using the Dial Up. However, the Dial Up can work on it own

Look at the Dial Up setting, there is a place that is incorrectly set, the Redial is probably checked some where.
