Network Wizard won't work in XPPro

I just finished building the machine below, installed XP Pro, and tried to transfer files between the boxes using a crossover cable. Trouble is the new machine doesn't want to build a network. I've used the Wizard several times, specifying no internet, turned file sharing on, and it goes all the way to the end but when I hit Finish there's no network definition of any kind. The Wizard says to look under Network Places but this doesn't list because there's nothing there. Both machines are named in the same workgroup, and the Wizard on the other machine completed this process fine. It's got XP Home on it. Any ideas about why the XP Pro machine might be failing to define a network? Thanks.

And you need to configure both Computers with static IPs.
