How come the windows XP task manager only shows 44% Network Utilization when I am copying 100's of MB of files to my server over my wireless?

Signal quality/strength shows: 100% / 100%

That doesn't seem right ...

Laptop with Wifi (11Mbps) sitting about 10 feet from the wireless router which is cabled (100Mbps) to the server.
 
wireless by design will get less than half the throughput of it's data rate.

So what you are seeing is completely normal.
