Redundancy is the key! That is why you have two or more DC's. Also two or more servers running WINS, DNS, DHCP...etc. You need to make sure if you lose a machine that you wont lose your whole infrastructure. Having two DHCP servers is common for a business setup. I even have two DHCP servers running at home!

I agree. I was just wondering if splitting the subnet's scope on two machines was standard practice.
