Network/TCP error

Has anyone ever encountered this error before:

A network error occurred. Unable to connect to server (TCP error: Not enough memory)

If so, is there a fix. Happens when system remains idle for awhile and I open netscape to access virtually any page. I have cable modem access. Rebooting system eliminates problem but if simply left on then I get this error. Using plain W98.

windowsupdate.microsoft.com

install all critical update packages. i believe i have heard something similar to this before (don't remember), and there is probably a fix in one of the updates.
