With an SSL tunnel, there are few technical issues that we must solve.

We currently use F5 VPN -> creates a tunnel the desired resource group assigned. At this point, the internal data going back to the soft-phone can cause issues.

Does anyone have a proper phone setup for 10-100 users? I would like to gather other folks thought and ideas.

Are you having voice quality / QoS issues or the phones don't even come up?
We have about 50 Siemens VoIP phones across DMVPN tunnels w/o any issues.
 
Indeed...without knowing more about the specific issues that you're having, there's no way to help you. The issue could be a Layer 7 Gateway issue that needs resolving, it could be bandwidth-related, it could be codec related (does your tunnel employ compression of any kind?), could be protocol related...there are just too many unknowns to help you.
