Ahh. So you have a vendor managing your network. I feel your pain, believe me. What are their SLA's for uptime (Service Level Agreements)? If you can demonstrate that your network is not running properly (and anything more than 1% packet loss is unacceptable) they what are they going to do to fix it?
Handling managed vendors is a pain - My organization has outsourced all our operations to another company. We're both huge organizations and it's always a challenge.
You have to hold their feet to the fire - If they are responsable for the network and you can demonstrate there's a problem they are responsable for fixing it. Do some quick math - How much time is wasted per day in Branch 2, multiply it by your staff costs. Assume you can get the network working as fast in Branch 2 as you can in Branch 1 - How much would you save per day? Per month? Per year? This is a simple exercise that can demonstrate what your company is loosing and how mucy they could save with appropriate technology. Spend the $1,000 on the consultant, and I'll bet you make it up in a week.
