Network slow to send data

My parents network has started to become slow to send data and this only started recently. I used ping and netstat to see if it was dropping packets but packet loss does not seem to be the issue. It will take a few seconds if not longer before ping responds but once it does I am getting normal response times of ~30ms with no timeouts.

I used speedtest.net to check if the connection was slow, the ping was reported at less than 30ms for the local server but it would take a good 3-5 seconds before it seemed to respond, the download was running at its rated speed however when it came to test the upload speed it hung, it does this on all the pc's in the network.

When I tried using pathping to figure out where the delay was I was unable to find one. local machine -> router -> cable modem -> isp local server -> onwards was quick. It would sometimes delay when it got to the destination but this was for a lot of different sites like google, anand, bbc, bit-tech, speedtest etc and it seems a bit suspect that all of these different sites located in various locations would be experience similar issues at the same time.

I have tried rebooting the modem and the router but this does not seem to have any effect. One pc is wired with a 100mbit connection the others are wireless.

I am not sure what else to try other than testing a second router to see if the router is at fault. I did not try plugging the wired pc directly into the modem though so next time I am over I will try that along with any other suggestions you may have.

Aside from a router swap and going straight into the modem I am out of ideas for what could be causing the problem so any advice you could provide would be great.

I should have mentioned that I have already done the bot/virus checks and nothing showed up. The machines all have Anti-Vir and Spybot S&D TeaTimer running but next time I go over I will run checks on all machines with ad-aware and make sure all the packages are upto date.

I did test with only 1 pc connected to the network and I did this for two different machines but both were slow. The wireless is using WPA encryption so it is unlikely that its caused by someone else on the network.

I have also tried different browsers incase it was something like that but IE, Firefox and Chrome were all as slow as each other.

Other than a virus/spyware taking up resources or a faulty router I am not sure what else could cause the issue.
 
You didn't mention if you tried Modem --> Computer directly. I would definitely try that and rule out the router.

Also, when you run the virus/spyware checks make sure you do it in safe-mode.
 
I did not try modem -> computer directly I only thought about doing that after I had left but I am going over on saturday so will try that then. I will also do the scans in safe-mode so thanks for that tip.

I am a bit stumped to be honest and it would not surprise me if it was something silly or it is an issue with the ISP instead.

I'd verify that the ISP's DNS server is working properly. It's not uncommon for ISPs to shut down DNS servers without telling anybody. I'd get a CURRENT list of DNS servers from the ISP and change the settings in the router to reflect the new list.
 
OP: Can you dial in "slow" a little bit ...

Do you mean that it takes some time for for the system to respond, but once it responds as you'd expect?

Do you mean that it responds pretty much immediately, but it takes forever to suck down the data to build the page?
OR
basically, both ...

Also, are you using Firefox, IE, or other, and what version?

It is a bit of both.

Sometimes it will start loading the page quickly, then stop and you end up with missing graphics. Othertimes it will take a while and at the bottom of firefox you get the waiting for *website* message but after several seconds it loads ok. Then when you click on a link sometimes it responds as you would expect, othertimes it does the same thing and is slow to start loading the next page.

With ping it will either hang until it sends the 1st packet then it reponds as you would expect. other times it responds as you would expect.

I used Firefox 3, IE6 and Google Chrome and it was the same in all 3 browsers.
